But in a time of shrinking budgets and tightening capital, continuing to innovate and invest in IT can be a difficult task indeed. How can I continue to deliver IT’s value in the midst of shrinking resources? Despite broad support for IT which is deeply integrated into most every company activity, senior business leaders are still questioning if they are getting enough value from their IT investments. For most companies, more than 70 per cent of IT costs are fixed costs, and when you take into account the prior year ‘carry over’ spending, and depreciation, a very small percentage of IT spending may be creating real value for the company (and that is assuming those initiatives are successful). CIOs find themselves needing to walk a tightrope between functional necessity and business relevancy. Nowhere else is this balancing act brought to life than in the boardroom.

- The Global Recession - IT's Role, Impact and Future

In this paper, we seek to provide a broad overview of IT's surprisingly important – and not sufficiently recognised – role in the current recession, as well as the effects of the recession on Enterprise IT. It will appeal not only to the CIO community but also the business leader community by exposing you to ideas and stimulating discussion. In the first half of the document, we explain how in many ways this recession was enabled and exacerbated by IT. The second section looks closely at Enterprise IT and the IT industry itself, and lastly we look ahead as history shows us that deep recessions often clear the way for new and more productive economic landscapes. Finally, we highlight a few individuals who we believe are ahead of tomorrow’s curve.

This report is a series of annotated PowerPoint slides that illustrate the research journey we undertook to understand the traits and characteristics of individuals who have made it to the top from a career in IT.
It is hoped that our key findings will provide a set of guidelines to those with the desire to get to the top, or at the very least, to gain the ear of those at the top of their organizations.
Only then will the CIO have the maximum impact on business decision-making and fulfil the role of ´Chief Innovation Officer´.

From our research into the connections between IS and the rest of the business, we find that the personal relationship between the CIO and the CEO is always important, usually broken and generally hard to fix.
In this report we identify ways to avoid this problem. We identify real situations to illustrate how the problem is not because of technology or performance, but a result of poor personal relationships.
